William C. “Bill” Sproull, F.M., H.L.M.

Sproull is President and CEO of the Richardson Chamber of Commerce (RCC), its North Texas membership affiliate called Tech Titans, and the Richardson Economic Development Partnership (REDP). This unique and complex set of organizations he runs has two separate Board of Directors and a City who he supports.

For each organization he leads, Sproull has achieved transformative successs. He has led the Richardson’s revitalization strategy of the Telecom Corridor® area with a focus on industry diversification and creation of the Richardson Innovation Quarter (aka,”The IQ”). He built Tech Titans into the technology industry membership association for the North Texas technology community. And, he has led the Richardson Chamber’s successful effort to achieve top-level 5 Star accreditation from the rigorous US Chamber Accreditation Program 3 times in the last ten years, an achievement that only 1% of all 7,000+ Chambers in the US earn.

Sproull has also been a leader in state and national economic development, public policy and technology innovation. He served for 6 years on the board of the Texas Emerging Technology Fund, a half-billion public investment fund, which he Chaired during 2010-2011. He was elected Chairman of the International Economic Development Council (IEDC), the world’s largest association for professional economic developers, in 2014, and served on its board for 10 years. He was appointed by Governor Abbott in 2020 as Chair of the Texas Governor’s Broadband Development Council. He also Chairs the Texas Research Alliance, a program of the Alliance for Higher Education.

He previously held senior economic development positions at the Dallas Regional Chamber, the McKinney Economic Development Corporation, and at the Economic Development Corporation of Kansas City, Missouri.

Sproull is a graduate of Baylor University, where he received a BA degree with a double major in Economics and Political Science.

He serves or has served on the boards of the Texas Association of Business, the Technology Councils of North America, the North Texas Commission, and the Dallas Regional Chamber.

IEDC has conferred upon him the distinction of being a Fellow Member of the Council and an Honorary Life Member. Tech Titans inducted Sproull into Hall of Fame in 2010. In January 2022, he was named Innovation Advocate of the Year by D CEO Magazine and Dallas Innovates.
